This was mentioned briefly on the wiki, but for clarity's sake heres exactly how to do this.

find Regedit.exe on your PC
open it, Check under "HKEY_LOCAL_MACHINE" then Software > Capcom > Biohazard 2 (atleast this was the correct path for me)

You will see a key called "MovieEnable" simply set this from 1 to 0 then your FMV's will be disabled!

Some other noteworthy keys would be "SPECIAL" this enables extra features like the gallery, hunk/tofu/extreme battle mode. Switch this keys value to 15(or f in hex) to enable these modes, 0 will obviously turn them off.

And the SuperHardSwitch key is simply to activate hard mode's availability in the menu. (0 for off 1 for on)

You can also use the Bio2 Speed run timer tool to disable the FMV's if you dont want to do this manually
it is in the options menu and it basically does all this for you =]

Would this be considered legit and do any people use it? I imagine it'd save a few seconds but at the same time it's not like everyone can't do it.

Then again after reading your second post I assume people have started using it.

Yeah a majority of people have been using it for awhile now, for me my cut scenes don't even load properly anyways on the sourcenext version of bio2, i just get nasty black screens while the game tries to process them, so this is the best option for me really, it might save some time while its trying to load the FMV's for Anette/William birkin being shot my umbrella scene , but it skips the intro FMV and the ending FMV (when your boarding the train) and at those points the timer isnt even counting anyways.
